Nigeria Launches Inter-Agency Counter-Terrorism Drill to Bolster Crisis Response

The Presidential Crisis Communication Command and Control Centre (PC4), under the Office of the National Security Adviser, has initiated a large-scale counter-terrorism exercise in Abuja to enhance the preparedness of government agencies against terrorism threats.

The exercise, called “Rapid Response Exercise 1,” began on November 25 and will run through November 29. Key activities are taking place at the Idu train station and the Abuja metro station, with a focus on testing and improving crisis management capabilities across ministries, departments, and agencies (MDAs).

Rear Admiral Obeya Obeya, Director of PC4, explained during a press briefing on Wednesday that the exercise is designed to simulate various crisis scenarios, including health emergencies, hostage situations, terrorist firearm attacks, road traffic incidents, and chemical, biological, radiological, and nuclear (CBRN) threats.

“This exercise aligns with the National Crisis Management Doctrine, which mandates an annual simulation to test and refine our response strategies,” Obeya said. He noted that this marks the fifth such simulation conducted by the PC4.

Obeya also emphasized the need for a holistic approach to counter-terrorism, urging all tiers of government to address the socio-economic conditions that might push individuals toward extremist groups. “Counter-terrorism is not just about military operations; it involves ensuring the welfare of citizens through the coordinated efforts of all relevant government agencies,” he said.

The exercise aims to strengthen collaboration and ensure Nigeria’s readiness to respond to complex emergencies effectively.
