Ethiopia’s Defense Chief of Staff, Field Marshal Berhanu Jula, met with his Kenyan counterpart, General Charles Muriu Kahariri, in Addis Ababa this week to strengthen security and defense cooperation. The visit, initiated by Ethiopia, marks a significant step in regional collaboration against shared threats, including the Al-Shabaab militant group.
Field Marshal Berhanu revealed that the two nations have finalized plans to work together on intelligence sharing, security initiatives, and joint military operations against Al-Shabaab. “The two countries are linked in development and are preparing to sign a memorandum of understanding to formalize this cooperation,” he stated.
General Kahariri, appointed in May 2024 after the tragic death of General Francis Ogolla in a helicopter crash, affirmed Kenya’s commitment to the partnership. He emphasized the strategic importance of Ethiopia and Kenya for regional security and confirmed that an agreement to enhance military ties has been reached.
Addressing Growing Regional Challenges
Both Ethiopia and Kenya have long contributed troops to the African Union peacekeeping mission in Somalia, but recent developments have intensified the need for coordinated defense efforts. Kenya, still reeling from past Al-Shabaab attacks, such as the 2019 Nairobi shopping mall incident, faces persistent security threats emanating from Somalia.
The renewed partnership also comes in response to a shifting regional dynamic. Somalia, Eritrea, and Egypt recently signed a tripartite alliance in October 2024, raising concerns in Addis Ababa and Nairobi. Ethiopia, in particular, has expressed unease over heavy weaponry shipped by Egypt to Somalia in September, fearing it could fall into the hands of Al-Shabaab militants.
Further straining relations, Somalia accused Ethiopia of undermining its sovereignty by signing a separate agreement with Somaliland, a breakaway region that declared independence in 1991. Attempts at reconciliation through Turkish mediation earlier this year failed, leading Somalia to sign its own defense pact with Egypt in August 2024.
Strengthening Regional Unity
The Ethiopia-Kenya pact is seen as a proactive response to these challenges, reinforcing their historical ties and commitment to regional stability. Both countries aim to counter growing insecurity while addressing emerging geopolitical tensions. As preparations move forward for a formal memorandum of understanding, the alliance underscores their shared resolve to combat terrorism and bolster mutual defense in a volatile region.
