The Independent National Electoral Commission (INEC) has denied allegations of voter migration ahead of the February 21, 2026 Area Council elections in the Federal Capital Territory (FCT).

The commission stated that the controversial “split polling units” were created in February 2022 as part of a nationwide initiative to expand voters’ access to polling units.

INEC explained that the split units are temporary voting points equipped with separate Bimodal Voter Accreditation System (BVAS) devices, deployed within the same premises as existing polling units to reduce overcrowding.

The commission urged voters to verify their polling details using its online Polling Unit Locator platform and encouraged physical visits to polling locations before election day to avoid confusion.

The clarification follows allegations by the Obidient Movement that INEC’s actions contributed to low voter turnout and poor organisation of polling units.

The APC won five of the six chairmanship seats declared by INEC, while the PDP secured one victory.
