President Bola Tinubu has announced a new security framework that treats armed non-state actors, including bandits, violent cults, and foreign-linked mercenaries, as terrorists.
Presenting the 2026 budget to the National Assembly, Tinubu emphasized that his administration will show no mercy to those committing or supporting acts of terrorism, banditry, kidnapping for ransom, and other violent crimes.
The new national counterterrorism doctrine aims to unify counterterrorism operations under a coordinated command structure, ensuring efficiency and rapid response.
The government plans to modernize the Armed Forces, enhance intelligence gathering, and boost border security.
Tinubu warned that anyone facilitating or financing these groups, including political protectors and community leaders, will also be treated as terrorists. The 2026 budget allocates ₦5.41 trillion to defence and security, prioritizing investments in security with clear accountability for outcomes.
