South African businessman Vusimusi “Cat” Matlala has pleaded guilty to corruption, fraud, and money laundering charges as part of a plea agreement with state prosecutors in a high-profile police corruption case.

Matlala, a key figure in an ongoing investigation into alleged corruption within South Africa’s police service, is accused of paying bribes to senior police officials to secure a 360 million rand ($22 million) healthcare contract for his company, Medicare24, in 2024.

State advocate Santhos Manilall told a court in Pretoria that the plea agreement, which took nearly two months of negotiations to finalise, would see Matlala provide evidence against high-ranking officials allegedly involved in the scheme.

If approved by the court, the deal would result in Matlala serving an eight-year prison sentence in exchange for his cooperation with investigators.

According to prosecutors, Matlala has provided information that could assist authorities in uncovering details that were previously unknown to investigators.

Among those facing charges linked to the case is South Africa’s Police Commissioner, General Fannie Masemola, who has denied any wrongdoing.

Matlala is also facing a separate murder charge, which he has denied.

The businessman has further been named during hearings of the Madlanga Commission, a public inquiry investigating allegations of corruption and organised crime within South Africa’s security agencies. Witnesses at the commission have accused him of having links to a drug trafficking network that allegedly infiltrated sections of the police service.

Matlala has not publicly responded to those allegations but previously denied having personal relationships with senior police officers and politicians while testifying before a parliamentary inquiry.

The Madlanga Commission was established following claims by senior police officer Lieutenant-General Nhlanhla Mkhwanazi that organised crime groups had infiltrated government institutions.

The court is expected to rule on the plea agreement next week.
